In the pressure cooker, combine soy sauce, vinegar, garlic, bay leaf, peppercorns, and brown sugar.
Add the chicken thighs to the pot and marinate for 15 minutes.
Turn on sauté mode and brown the chicken on both sides for about 5 minutes.
Pour in the uncooked rinsed rice and water over the chicken.
Close the lid, set to high pressure, and cook for 12 minutes.
Allow for natural pressure release for 10 minutes, then quick release any remaining pressure.
Open the lid and gently fluff the rice with a fork.
Serve hot, garnished with green onions or sliced chilies if desired.
Notes
For a richer flavor, marinate the chicken longer if time allows. Adjust soy sauce and vinegar to your taste preferences.
