Heat olive oil in the pressure cooker over medium heat. Add diced onion and sauté until soft and translucent (about 3-4 minutes).
Add minced garlic, dried oregano, and red pepper flakes. Cook for 1 minute until fragrant.
Stir in ground beef and Italian sausage. Brown for 5-7 minutes, breaking into small bits.
Drain excess fat if needed, then stir in tomato paste and cook for 2 minutes.
Add crushed tomatoes and beef broth. Bring to boil, then simmer for 10 minutes.
Add broken lasagna noodles. Cook for 10-12 minutes, stirring occasionally until tender.
Lower the heat, add heavy cream and let simmer 2-3 more minutes.
Season with salt and pepper to taste.
Ladle soup into bowls and top each with ricotta, mozzarella, and Parmesan cheese.
Garnish with fresh basil and serve hot.

Store leftovers in an airtight container in the fridge for up to 4 days or freeze in portions for later.
