Cook the penne pasta according to package instructions in the pressure cooker with enough water to cover and some salt.
Once cooked al dente (about 4 minutes), do a quick release, drain and set aside in a large bowl.
Season salmon fillets with salt and pepper. Heat 1 tablespoon of olive oil in a skillet over medium heat, and cook the salmon for 4-5 minutes on each side until fully cooked.
Flake salmon into large chunks and add to pasta with sliced red onion and cherry tomatoes.
Add pesto, fresh lemon juice, and remaining olive oil to the bowl, and gently toss all ingredients.
Sprinkle with parmesan or Romano cheese and garnish with fresh basil shreds before serving.
