Heat oil in a skillet over medium-high heat until hot.
Add beef and brown on all sides. Transfer to slow cooker.
Sauté onion, garlic, salt, Italian seasoning, and pepper in the same skillet until soft. Transfer to the slow cooker.
Add chopped carrots, celery, and rinsed barley into the slow cooker.
Stir in tomato paste, bay leaves, and beef broth until combined.
Cover and cook on low for 6-8 hours or high for 3-4 hours until vegetables and barley are tender.
Garnish with fresh parsley if desired and serve hot.

Notes
This recipe makes 2 quarts of soup. One serving is 2 cups. Great for leftovers, and freezes well for meal prep!
