Heat cooking oil in a large skillet or wok over medium-high heat.
Add beef strips and stir fry till browned, about 5 to 7 minutes.
Remove beef and set aside.
Add garlic and ginger to the skillet and stir fry for 30 seconds.
Add bell peppers and onions, stir fry for 3 to 5 minutes until tender-crisp.
Return beef to the skillet, add oyster sauce, soy sauce, rice wine, and scallions. Stir well.
Cook for another 2 to 3 minutes until everything is heated through.
Notes
Serve over rice or noodles for a complete meal. Store leftovers in an airtight container for up to 3 days.
