In a big bowl, mix potato starch, all-purpose flour, garlic powder, onion powder, salt, and black pepper.
Coat chicken wings in flour mix. Ensure each wing is covered well.
Heat vegetable oil in a deep fryer or large pot over medium-high heat.
Fry wings in batches for 10-12 minutes or until golden brown and crispy.
Let wings drain on paper towels.
While wings rest, whisk together gochujang, honey, soy sauce, sesame oil, and rice vinegar.
Toss fried wings in sauce until fully coated.
