Heat 1 tablespoon of oil in a big skillet over medium-high heat until sizzling hot.
Add the minced beef and break it apart with a spoon. Cook for 6–8 minutes until browned and cooked through.
Drain excess fat if needed, then stir in grated garlic and ginger. Cook 1–2 minutes until fragrant.
Mix in soy sauce, brown sugar, sesame oil, gochujang, and rice vinegar. Simmer for 2–3 minutes.
Stir in 1 tablespoon sesame seeds, then remove skillet from heat.
Divide steamed jasmine rice into bowls and top with beef mixture.
Garnish with sesame seeds, and toppings like cucumber, carrot, spring onions, or fried egg.
