Soak the raisins in water for 30 minutes.
Mix flour, baking soda, and caraway seeds together.
Cream shortening and granulated sugar until fluffy.
Beat in egg and vanilla extract.
Fold in dry ingredients and drained raisins to make dough.
Drop spoonfuls of dough onto a greased trivet inside the pressure cooker.
Cook in pressure cooker and do a quick release once done.
Let cool slightly before applying glaze.
Mix confectioners' sugar, milk, and lemon extract for the glaze, then drizzle over cookies.
Notes
For a softer texture, make sure raisins are well soaked and handle the dough gently without overmixing.
