Heat the olive oil in a large skillet over medium-high heat until hot.
Add diced green bell pepper and onion, sauté until soft, about 5 minutes.
Add minced garlic and cook for 1 more minute, being careful not to burn.
Add lean ground beef and cook until browned, breaking it apart evenly.
Pour in beef broth and Worcestershire sauce, stir well and simmer until sauce thickens, about 10 minutes.
Stir in cream cheese until melted and combined smoothly into the beef mixture.
Lightly toast hamburger buns and place a slice of provolone cheese on the bottom halves to melt.
Scoop beef mixture onto buns, top with the other halves, and serve immediately.
