Grease the bottom of the pressure cooker with butter or spray.
Layer the biscuit quarters evenly on the bottom of the pot.
Sprinkle cooked sausage over the biscuits and add green chilies and pimentos.
In a bowl, whisk eggs, milk, salt, pepper, and garlic powder. Pour over the biscuit layer.
Top with mozzarella and cheddar cheese evenly.
Seal the cooker lid and set to pressure cook on high for 10 minutes.
Do a slow release of pressure and let it settle.
Let it cool slightly before serving.
