Boil the elbow macaroni as per package instructions. Drain and let it cool.
Mash the hard-boiled eggs with a fork in a large mixing bowl.
Add mayonnaise, Dijon mustard, white vinegar, garlic powder, kosher salt, paprika, and black pepper to the eggs and mix well.
Fold in cooled macaroni, celery, and onion into the egg mixture until evenly coated.
Refrigerate the salad for at least 30 minutes before serving. Garnish with green onions and extra paprika if desired.
Notes
This salad is best served chilled. Optional garnishes include sliced green onions and additional paprika.
