Brown the ground beef in a skillet over medium heat, then drain excess fat.
Add green bell pepper, onion, and minced garlic. Cook for 5 minutes until soft.
Stir in beef broth, Worcestershire sauce, salt, and pepper. Bring to a simmer.
Transfer everything to a slow cooker. Add thawed tortellini and mix gently.
Cook on low for 3-4 hours until tender. In last 30 minutes, stir in heavy cream and half the cheese.
Top with remaining cheese, cover, and cook until melted. Serve hot.
Notes
For a twist, try swapping ground beef for shaved steak or garnish with red pepper flakes for a kick.
