Cut the chicken in half lengthwise so you have 4 thinner pieces. Season with salt, pepper, and garlic powder on both sides.
Heat olive oil in the pressure cooker insert using the sauté setting. Cook chicken 4-5 minutes per side until golden brown. Remove and set aside.
Melt butter in the insert, then sprinkle in flour and whisk for 1-2 minutes to form a roux.
Add minced garlic and cook for 1 minute until fragrant.
Slowly whisk in chicken broth or wine and simmer 2-3 minutes until slightly thickened.
Reduce heat and stir in cream and parmesan until smooth and melted.
Return chicken to pot, spoon sauce over, and simmer for 5 minutes.
Sprinkle fresh parsley on top before serving.
Notes
Use freshly grated parmesan for best texture. Reheat leftovers gently to avoid sauce separation.
