Preheat your oven to 350°F (175°C).
In a large pot, bring salted water to a boil and cook the elbow macaroni for about 8 minutes or until al dente. Drain and set aside.
In the same pot, melt the butter over medium heat. Once melted, add the flour and whisk continuously for about 1 minute to create a roux.
Gradually pour in the milk while continuing to whisk until the mixture is smooth and thickened, about 5 minutes.
Lower the heat and mix in the cream cheese until fully melted and incorporated.
Add the shredded sharp cheddar and mozzarella cheese, stirring until all the cheese is melted and the sauce is creamy. Season with garlic powder, onion powder, paprika, salt, and pepper.
Combine the cooked macaroni with the cheese sauce and stir until evenly coated.
Pour the macaroni and cheese mixture into a greased 9x13 baking dish. Sprinkle breadcrumbs evenly on top.
Bake in the preheated oven for 20 minutes until the top is golden brown and bubbly.
Remove from oven and let cool for a few minutes before serving.
