In a bowl, mix together harissa, smoked paprika, turmeric, cumin, ginger, cinnamon, coriander, allspice, cardamom, and cayenne pepper.
Rub the spice blend thoroughly onto the chicken thighs. Marinate for at least 30 minutes.
Heat the pressure cooker with a bit of oil. Brown the chicken thighs on all sides.
Add zested and cut Cara Cara oranges, sliced Meyer lemon, diced red onion, and minced garlic into the pot. Pour in chicken stock.
Seal the pressure cooker. Cook on high pressure for 15 minutes.
Allow the cooker to release pressure naturally (slow release).
Open the lid carefully. Stir in crushed tomatoes, green olives, dried apricots, and preserved lemon. Simmer on low heat with lid off.
Adjust salt or spices to taste. Garnish with fresh cilantro or mint and citrus before serving.
Notes
For deeper flavor, marinate chicken overnight. Leftovers taste even better next day!
