In a bowl, combine ground beef, onion, garlic, brown sugar, Worcestershire sauce, breadcrumbs, egg, and half of the cheddar cheese.
Spread garlic mashed potatoes in the pressure cooker insert or an oven-safe dish.
Layer meat mixture evenly over the mashed potatoes and pack lightly.
Top with remaining cheddar cheese and crumbled bacon.
Pour 1 cup of broth or water in the cooker to create steam, close lid and cook on high pressure for 20 minutes. Let pressure release naturally for 10 minutes.
