Heat olive oil in your pressure cooker using the sauté function or in a skillet.
Add ground beef. Break it up with a wooden spoon or spatula and let it brown, 5 to 7 minutes.
Sprinkle on chili powder, chipotle, oregano, cumin, garlic and onion powders, salt, pepper, and cayenne. Stir and cook 3 to 5 minutes.
Add tomato paste and beef broth, stir. Secure lid and set on high pressure for 5 minutes. Natural release for 10 minutes.
While cooking, heat a skillet over medium-high. Once natural release done, quick release any pressure, open lid.
Spread beef on tortilla, sprinkle cheese, cover with another tortilla. Cook in greased skillet 2 to 3 minutes each side.
Cut into wedges and serve.
Notes
Great served with salsa, guacamole, and sour cream.
