Heat cooking oil in the pressure cooker over medium heat until shimmering, then add sliced Andouille sausage and brown for 5-7 minutes.
Add diced bell pepper and cook until slightly softened, about 3-4 minutes.
Stir in smoked paprika, oregano, thyme, garlic powder, onion powder, cayenne, and black pepper, coating sausage and peppers.
Pour in chicken broth and diced tomatoes, stir and bring to a boil. Stir in uncooked rice evenly.
Lock the lid, make sure the sealing ring is set properly. Cook on high pressure for 6 minutes, then do a quick release.
Switch to slow release, letting rice sit for 5 minutes in the cooker before fluffing with a fork and adding green onions.
