Add the ground chicken and cook until browned, breaking it up with a spatula, for about 5 to 7 minutes.
Add the chopped green bell pepper, onion, and celery. Let them soften about 5 minutes.
Stir in the tomato sauce, brown sugar, cayenne, garlic powder, and black pepper. Mix well.
Transfer the mixture to your pressure cooker, seal the lid and cook on high pressure for 10 minutes.
Use a quick release to let out the steam. Open carefully and stir. Serve on toasted buns or over rice.
