Heat the vegetable oil in your pressure cooker pot over medium heat.
Add the shallots and jalapeno pepper, sauté until soft.
Increase heat to medium-high, add ground beef, and brown while breaking it up.
Stir in potatoes and red pepper, then add your spices: summer savory, thyme, salt, cumin, and black pepper.
Cover with the lid, set the float valve, and cook on medium for 20-25 minutes, stirring occasionally.
Release pressure, open, and top with crumbled feta and cilantro. Serve warm.
