Preheat oven to 350°F. Grease your pan for later use.
Mix flour, cocoa, salt, and baking powder in a bowl.
Melt butter and 1 cup chocolate chips until smooth.
Add sugar, ½ cup of Baileys, and vanilla to the melted mixture. Whisk.
Fold in dry mix gently until combined, then stir in egg.
Pour batter into pan and level, place on trivet in pressure cooker with 1 cup water below.
Seal pressure cooker, cook on pressure for 25-30 minutes.
Quick release pressure carefully, let brownies cool in pan.
For ganache, melt chocolate chips with remaining Baileys and cream, pour over brownies.
Notes
Serve with a scoop of vanilla ice cream or extra ganache as dipping.
