Boil the eggs in your pressure cooker for about 10 minutes. Just set them in with water and lock the lid, seal the valve.
Once the pressure build finishes, switch off the heat and let it do a natural release for a few minutes before opening the lid.
Cool the eggs under cold water, then peel them gently.
Cut each egg in half, scoop out the yolks into a mixing bowl, and keep the whites ready for filling back up.
Mash the yolks up with the mayo and cream cheese until smooth. Stir in the minced jalapeños, cilantro, garlic powder, paprika, salt, and pepper.
Spoon or pipe the filling into the egg whites. Garnish with cilantro or jalapeño slices for an extra festive look.
